Overview

Scott G. Cross is the Managing Partner of Lozano Smith's Fresno office. Mr. Cross serves as the City Attorney for the Cities of Clovis and Fowler. He is responsible for the full range of legal services including advising legislative bodies at public meetings and day-to-day legal services and advice to agency staff. He also provides general and special counsel services and advice in all aspects of public agency law for many other public agency clients.

His practice includes general counsel and governance issues, government liability and risk management, land use, and negotiating and preparing the full range of agreements for all types of municipal services and issues faced by public agencies. He also assists clients with real property acquisitions, including eminent domain, and Brown Act, Public Records Act, and conflict of interest issues and compliance.

In his civil litigation practice, Mr. Cross has litigated cases in administrative proceedings, trial courts and appellate courts of the State of California, and the federal court system. His litigation practice primarily focuses on real property disputes, including eminent domain, breach of contract, and defending public entity liability claims.

Education

Mr. Cross received a Bachelor of Science from California State University, Fresno. He earned his Juris Doctor from the University of the Pacific, McGeorge School of Law, with distinction.
