Lozano Smith Names New Partner and Senior Counsel

Fresno, CA (October 1, 2015) - Lozano Smith, LLP, one of California's leading education and public agency law firms, has promoted Jenell Van Bindsbergen to Partner and Manuel F. Martinez to Senior Counsel. Ms. Van Bindsbergen is based inFresno and joins 23 other partners throughout the firm's nine offices, while Mr. Martinez is based in the firm's Walnut Creek office.

Ms. Van Bindsbergen joined Lozano Smith in 2006 and primarily practices in local government and labor and employment issues. She is experienced with matters relating to the Americans with Disabilities Act, Family and Medical Leave Act, Pitchess motions, OSHA matters, code enforcement, harassment, and discrimination issues, layoffs, administrative and court trials for certificated, civil service and classified dismissals, public safety and grievance issues. Ms. Van Bindsbergen is also a former Co-Chair of the firm's Local Government Practice Group.

Mr. Martinez joined the firm in January 2012 and is currently co-chair of the firm's Technology and Innovation Practice Group. His practice focuses on charter schools, student issues, and facilities and business. He is experienced all areas of civil litigation, trial practice, and appellate work. Manuel is skilled in various aspects of facilities and business law, including construction finance negotiations, zoning and land-use issues, lease agreements, and CEQA. Mr. Martinez also advises clients regarding the Brown Act, Public Records Act, Child Abuse and Neglect Reporting Act and elections.
