Overview

Alyssa D. Wagner is an Associate in Lozano Smith's San Diego office. Ms. Wagner’s practice specializes in various areas of public agency law, including municipal law, facilities and business, labor and employment, and governance matters.

Experience

Ms. Wagner brings a strong background in municipal operations, having worked in local government prior to beginning her legal career. Her municipal experience includes reviewing CEQA documents; drafting procurement, public utility, and employee agreements; and advising on land use, housing, and development matters.

Ms. Wagner regularly assists clients with a wide range of facilities and business issues, including Civic Center Act compliance, historic designation considerations, and Williams Act complaints. She also supports clients with labor and employment matters, including leave and discipline matters, as well as employee civil rights complaints.

Additionally, Ms. Wagner advises both municipal and school board clients on governance issues, with experience in the Brown Act and the California Public Records Act.

Education

Ms. Wagner received her Juris Doctor from University of the Pacific – McGeorge School of Law, where she graduated with Great Distinction and membership in the Traynor Society. While at McGeorge School of Law, she received CALI Awards for Academic Excellence in Property Law and Sports Law. In addition to her Juris Doctor, Ms. Wagner has earned a Master of Professional Studies Renewable Energy and Sustainability Systems, with an emphasis in Sustainability Management and Policy, from Pennsylvania State University and her Master of City Planning from San Diego State University. Ms. Wagner earned her Bachelor of Science in Environmental Science and Management with a minor in Environmental Policy Analysis and Planning from the University of California, Davis.
