Anne Harter Dolid is an Associate in Lozano Smith's Walnut Creek Office. Ms. Dolid’s practice focuses on assisting public agency clients in student, governance, and labor and employment matters.

Experience

Ms. Dolid provides comprehensive legal counsel to public school districts on a wide range of issues, with particular experience supporting districts in managing uniform complaints and appeals, including developing specific expertise in antisemitism-related complaints. Her practice also includes advising on employee discipline matters involving both certificated and classified staff, responding to unfair practice charges, and assisting with labor negotiations.

Before practicing law, Ms. Dolid served as a school administrator for nearly 20 years, bringing extensive, firsthand experience in employee management and labor relations. Her background includes hiring, supervising, and evaluating staff, serving as lead negotiator throughout the collective bargaining process, and supporting a wide range of student issues, including social-emotional needs, bullying, special education, and defensible response to intervention. She also managed and facilitated curriculum adoption and implementation.

Education

Ms. Dolid received her Juris Doctor degree from the Golden Gate University School of Law, a Master of Arts in Education from the City College of New York, CUNY, and a Bachelor of Arts degree in English from the University of California, Davis. During law school, Ms. Dolid was a multiple recipient of the CALI award.
