Overview

Laurie Avedisian-Favini is a Partner in Lozano Smith’s Fresno office and Co-Chair of the Municipal Practice Group. She represents public agencies throughout California, providing comprehensive legal counsel on the complex legal, operational, and governance issues they face.

Ms. Avedisian-Favini serves as County Counsel for the County of Kings, where she advises the Board of Supervisors and represents the County and its officers and employees in their official capacities. She has extensive experience serving as City Attorney and Assistant City Attorney for Central Valley cities and regularly advises cities, counties, special districts, and school districts on a broad range of legal and governance matters.

Experience

Ms. Avedisian-Favini’s practice encompasses the full range of legal matters confronting public agencies, including general governance, elections, labor and employment, Public Records Act, Brown Act issues and compliance, ethics and conflicts of interest, government liability and risk management, real estate acquisitions and development, CEQA, land use, LAFCo, public contracting and procurement, code enforcement, and litigation. She also regularly negotiates and prepares agreements addressing municipal services and other matters essential to public agency operations. In addition, Ms. Avedisian-Favini provides training to public agencies on the Brown Act, ethics and conflicts of interest, and other areas of law relevant to public agency officials and staff. Ms. Avedisian-Favini provides practical, strategic counsel to help public agencies navigate complex legal requirements, manage risk, and effectively accomplish their public objectives.

Education

Ms. Avedisian-Favini earned her J.D. degree from the University of San Diego School of Law. She earned a B.S. from California State University, Fresno.
