Andrew Blan is an Associate in Lozano Smith's Sacramento Office. Mr. Blan assists clients in a variety of matters related to students, education, and labor and employment issues.
Mr. Blan represents public employers in all manner of labor and employment legal or litigation matters, including employee discipline and termination, workplace investigations, and discrimination complaints. Mr. Blan also supports and advises school districts and county offices of education regarding the California Public Records Act and the Charter Schools Act. Mr. Blan previously served as an attorney for the California Department of Managed Health Care in the Office of Plan Monitoring. He was responsible for network adequacy reviews and drafting regulations.
Mr. Blan earned his Juris Doctor degree from the University of the Pacific, McGeorge School of Law. During Law School, Mr. Blan was awarded the 2019 UOP Champion of Diversity and the 2019 Outstanding Student Service Award, and he was selected to the the 2019 Dean's List. He served the student body with his involvement in a number of activities, including as the Student Body President, and participation in the Black Law Students Association, Golf Association, and Diversity Affairs. He earned his Bachelor of Science in Management with a concentration in Organizational Behavior from the University of San Francisco.
