Overview

Alexandra Bernal is an Associate in Lozano Smith’s San Luis Obispo office. Her practice focuses on municipal law, litigation, and facilities and business matters for public agencies.

Experience

Mrs. Bernal advises public agency clients on a broad range of governance and municipal law issues, including Brown Act compliance, conflicts of interest, incompatible offices, code enforcement, contract review, ordinance and resolution drafting, and housing and land use matters. Her experience includes analysis of the Surplus Land Act, density bonus law, permit streamlining, cannabis regulations, and other issues affecting local government operations.

Her experience also includes reviewing records for responsiveness and privilege, and analyzing potential exemptions under the California Public Records Act (CPRA). Mrs. Bernal drafts correspondence at all stages of the CPRA response process, including 10-day initial response letters, clarification requests, exemption notices, and production enclosures. In addition, she supports litigation matters through legal research, motion practice, and the drafting of pleadings, reports, and other legal documents, providing practical guidance on complex and emerging legal issues.

Education

Mrs. Bernal earned her Juris Doctor and Master of Legal Studies from the San Luis Obispo College of Law. Prior to attending law school, she earned an Associate of Arts degree in Paralegal Studies, with honors, from Cuesta College.
