(c) Teleconference meetings of the subsidiary body would promote the attraction,
                       retention, and diversity of eligible subsidiary body members.

                              (d) The subsidiary body must have an opportunity to present any
                       recommendations it develops to the legislative body that created it, and the legislative
                       body must consider those recommendations at a regular meeting before taking action.

                       (7) The subsidiary body must approve the use of teleconferencing by majority vote.

               (Government Code § 54953.8.6.)

                              f.     Neighborhood Council (City of Los Angeles).  Neighborhood councils
               may conduct teleconference meetings.  This provision applies only to charter Cities with a
               population over 3,000,000.  Neighborhood councils are advisory bodies established pursuant to
               City charter with the purpose to promote more citizen participation in government and making
               government more responsive to local needs.

               The following additional requirements apply to the neighborhood council provision:

                       (1) The City Council must adopt an authorizing resolution.

                       (2) A majority of the neighborhood council must elect to use teleconferencing.  Despite
               the initial City Council authorization, the City Council may adopt a resolution prohibiting the use
               of teleconferencing.

                       (3) At least a quorum of the members of the neighborhood council must participate from
               locations within the boundaries of the city.

                       (4) At least once per year, at least a quorum of the members of the neighborhood council
               must participate in person from a singular physical location that is open to the public and within
               the boundaries of the neighborhood council.

                       (5) If the meeting is during regular business hours of the offices of the city council
               member that represents the area that includes the neighborhood council, the neighborhood
               council shall provide a publicly accessible physical location from which the public may attend or
               comment, which shall be the offices of the city council member who represents the area where
               the neighborhood council is located, unless the neighborhood council identifies an alternative
               location.

                       (6) If the meeting is outside regular business hours, the neighborhood council shall make
               reasonable efforts to accommodate any member of the public that requests an accommodation to
               participate in the meeting.

               (Government Code § 54953.8.4.)

                              g.     Community College Student Organization.  Community college student
               organizations may conduct teleconference meetings.  A community college student organization
