AB 1505 revised the law regarding the bases to deny a charter school's initial petition or petition for renewal. One of the most significant statutory changes that relates to the denial of a renewal petition can be found in Education Code Section 47607(e), which permits denial based on "substantial fiscal or governance factors" or if the charter school "is not serving all pupils who wish to attend."
