The impact of Covid-19 and two years of educational disruption has impacted interpretations of what a Free and Appropriate Education (FAPE) represents, putting districts at odds with parents and advocates. Simply put, IEPs have become more challenging and IEP's that were difficult prior to Covid-19 have become more contentious.
