Noel J. Shumway is Of Counsel in Lozano Smith's Walnut Creek office. Mr. Shumway has practiced school and public sector labor law for the past 24 years, with special training and experience in Labor Relations, Arbitrations, Unfair Labor Practice Charges, General Personnel Matters, Certificated and Classified Layoffs and Dismissals, Financial/Business-related Issues, and Brown Act Issues.
Prior to entry to the practice of law, he served as a Director of Administrative Service, Business Manager, and Vice President for 19 years for school districts and colleges including at the K-12, community college, and university levels.
He joined School and College Legal Services of California in 1992, where he served as an Assistant and Associate Counsel, and then returned from early retirement to serve as General Counsel from 2004 to 2007.
Mr. Shumway received his J.D. from San Francisco Law School in 1987 and his M.B.A. from the University of San Francisco in 1976. He also received his bachelor of science degree from the University of San Francisco, and holds a standardized teaching credential.
